“Ungalai Thedi Ungal Ooril” – Government services at your doorstep!

The new initiative of the Government of Tamil Nadu “Ungalai Thedi Ungal Ooril” is a people-centric outreach initiative that will reach the public directly with government schemes and services. It is important that the government itself reaches out to the people without the need to visit government offices. This scheme is currently being implemented in various districts and will soon be launched in other districts as well.

1. Inauguration, Leadership and Funding

The scheme “Ungalai Thedi Ungal Ooril” was first introduced in February 2024. It was launched under the leadership of the Chief Minister of Tamil Nadu, M.K. Stalin.This scheme is being implemented in coordination with the Department of Administrative Reforms and District Collectorates of the Government of Tamil Nadu.

The Chief Minister’s Secretariat and the Chief Secretary to Government are the main responsible parties for the scheme. The scheme is considered an important component of the “Dravidian Model of Governance” and is designed to create a direct link between the public and government officials.In the 2024-25 state revenue budget, the government announced an allocation of ₹50 crores (₹50 Crores) for this scheme. Out of this, the funds are distributed according to the extent of implementation of the scheme on a district-by-district basis.

2. Objective and Step-by-Step Process of the Scheme

The main objective of the “Ukkathi Thethi Ukkathi Ukarail” scheme is to provide accessible governance to all the people. Under this, the District Collector, Social Welfare Dept, Revenue Dept, and other government officials conduct camps in villages and urban areas with high population density.

Key Services:

  1. Local Certificates (Certificates like nativity, income, community)
  2. Tax related help
  3. Scheme benefits (Govt scheme enrollment like old age pension, widow support)
  4. Grievance redressal

All these are provided through on-the-spot verification & delivery.

Where is it happening now? Where will it be happening?

From April 2025, this scheme has been started on a pilot basis in districts including Tiruvallur, Villupuram, Madurai, Tirunelveli. These are currently operating successfully.Recently, an official announcement has been made that the scheme will be held in Thanjavur, Salem, Kanchipuram, Ramanathapuram & Search for You in Your Town Project: Collector Ilambhagavat to inspect Tiruchendur Taluk on the 16th! Thoothukkudi districts. In this way, the scheme is going to be implemented in a total of 12-15 districts soon.

As per the "Search for You in Your Town" project announced by the Chief Minister of Tamil Nadu to reach out to the people, listen to the grievances of the people, and find immediate solutions to the government machinery, the District Collector along with the district-level officers will camp in Tiruchendur Taluk on 16.04.2025 and inspect all the departmental offices and projects in Tiruchendur Taluk. On that day, from 2.30 pm to 4.30 pm, the District Collector will receive petitions from the public at the Tiruchendur Taluk Office.

After that, he will conduct an inspection with all the departmental officers from 04.30 pm to 06.00 pm and inquire about the field trips / office inspections carried out in the morning. They are going to visit the urban / rural areas again to review the service delivery / project activities of various government departments. The District Collector and all the officers will stay in the same area that night and will inspect the basic facilities such as drinking water / sanitation / cleanliness / transportation / Chief Minister's breakfast program on the next morning, 17.04.2025.

It is informed that during the "Searching for You in Your Village" project camp, which has been created to provide services to the people and to send proposals to the government regarding the needs of the people of that area identified during the field study, the public can provide the necessary ideas and petitions for the improvement of their living environment to the District Collector.

3. New features and public reaction:

The scheme has now added tech-enabled features like Mobile Service Vans, Real-time grievance tracking, Digital documentation. This will make the scheme more people-friendly. Similarly, this scheme creates a sense of trust among the people that “the government will come to us” and fosters direct contact. As instant certificate delivery has also been arranged at many places, people are enjoying savings in both time and cost.

Funding allocated for the scheme and its benefits:

The Tamil Nadu government has allocated ₹75 crore for the “Ukkathi Thedi Ukkathi Ukarail” scheme in the budget for the financial year 2024-25. This includes investment in Mobile Service Units, Officer Training, Digital Tech Platforms, etc. This initiative to directly deliver public welfare schemes helps in decentralizing government expenditure and reaching maximum beneficiaries. 

Majority of these are:

  • Mobile vans,
  • Tech support (tablets, real-time software),
  • Training for officers,
  • Printed forms & communication materials,

These are the ones being used. Similarly, it has been announced that additional funds will be received from the State Planning Funds for the expansion of the scheme and pilot to full-scale rollout.
